What is CARVERCON?
CARVER was started six years ago to be the premier Target Analysis and Vulnerability Assessment Conference based upon the principles of the CIA's CARVER Methodology. During the innagural event, Leo "The Godfather of CARVER" Labaj, was our initial keynote speaker. Since then, we have had the priveldge to welcome industry experts such as former Director of the NSA Admiral Mike McConnell, Former CIA Chief of Counterintelligence Mark Kelton, and former Director of US Central Command General Frank McKenzie. As CARVER has gained in popularity, we are now shifting our focus towards the private sector and individual citizens who want to better assess their surroundings.

Luke Bencie
Luke Bencie is the Managing Director of Security Management International (SMI) and the author of six book, including The Clandestine Consultant; Kings, Sheiks, Warlords, and Dictators. He has been a consultant to the U.S. Department of State, U.S. Department of Defense, Fortune 500 companies, as well as foreign governments. He has worked in over 100 countries and has trained thousands of police, intelligence and military officers in the U.S. and abroad in the fields of counterterrorism, counterintelligence, crisis management and strategic leadership.
Prior to establishing SMI, Mr. Bencie was a senior security consultant for Raytheon Company in the Intelligence and Information Systems Division. Mr. Bencie also previously served on the U.S. Department of State's Foreign Emergency Support Team, where he was a representative from the CIA’s Office of Special Activities. In this capacity, he was responsible for immediately responding to terrorist attacks carried out against U.S. targets overseas; subsequently serving in Afghanistan, Iraq, Libya and other global hotspots.

BACKGROUND
CARVER 101
The CARVER Target Analysis and Vulnerability Assessment Methodology is an assessment tool made famous by the Central Intelligence Agency (CIA) during the 1970s and has been used extensively by the US Special Operations Community. CARVER is an acronym for the following vulnerability assessment criteria: Criticality, Accessibility, Recognizability, Vulnerability, Effect, and Recoverability. The CARVER Methodology is an extremely well-suited tool, which can be used to both evaluate the potential vulnerabilities of Critical Infrastructure and to prioritize critical assets based upon their probability of being attacked (i.e., target attractiveness). It is also utilized to determine susceptibility of intelligence targets (i.e., recruiting spies), exploiting cybersecurity vulnerabilities, identifying human weaknesses, etc..
The CARVER Methodology was originally developed as an offensive target assessment tool, allowing to evaluate the vulnerabilities of enemy assets, and to determine how best to exploit those vulnerabilities to attack a target. The methodology had its early roots in World War II, where bomber pilots used its precursor, known back then simply as “CARVE,” to identify attractive targets to bomb. Fast forward over seventy years and CARVER is still being used by the Department of Defense, Department of Homeland Security, Department of Justice, NATO, as well as private organizations.
